I liked your first answer. But, I also suggest you offer to do all your friend's myspace and face book pages for them with special things and do this for nothing, just to learn. Get good at it. Then, you might volunteer to help at school or church to work on their web sites with the people who do it. Your town manager/town clerk also have web sites, why not volunteer to help maintain? Your local library also has a web site and might let you help out and work with their people.
Charities like local homeless shelters, kid's baseball leagues and places like that all have web sites too and need bright people to help out. Volunteering leads to job opportunities and great references.
Good luck!
References :
I've done Web design before. Here is what would be useful:

HTML
CSS
JavaScript would be a plus.
Dreamweaver
Photoshop
Fireworks
Flash & ActionScript

W3 Schools ( http://www.w3schools.com ) offers FREE tutorials on major web languages. Adobe also has tutorials for their software.
